Most work­force pro­grams provide a short burst of cash, to tide people over un­til they can get back to work, or help young people earn a de­gree so they can land a high­er-pay­ing job. They’re de­signed to help the short-term un­em­ployed, notes Carl Van Horn, the dir­ect­or of the Heldrich Cen­ter for Work­force De­vel­op­ment at Rut­gers. “But that’s not the kind of eco­nomy that we ex­per­i­enced in the re­ces­sion and its af­ter­math.”
